Written by Applications are now open for the UNESCO-UNEVOC TVET Leadership Programme (TLP) 2026, a flagship global leadership initiative designed for mid- to senior-level Technical and Vocational Education and Training (TVET) leaders. The programme aims to strengthen leadership capacity to drive institutional and systems-level transformation in TVET across regions.
The 2026 edition of the programme is delivered under the initiative “Towards a global TVET agenda”, funded by the German Federal Ministry for Education, Family Affairs, Senior Citizens, Women and Youth through the German Federal Institute for Vocational Education and Training. It reflects a shared global commitment to advancing cooperation, policy learning and capacity development in the TVET sector.
Programme Theme
The theme for TLP 2026 is “Leading systems change in TVET”. The programme is structured to help participants translate policy into practice, strengthen leadership effectiveness, and enhance the relevance, inclusiveness, and sustainability of TVET institutions, with a strong focus on digital transformation, greening TVET, and equity-oriented approaches.
Through a series of blended learning modules, the programme will support participants to develop and implement institutional action plans for change, strengthen leadership competencies across vision, knowledge, skills, and action, and expand engagement within the global UNEVOC TVET leadership community.
Who Should Apply
- The programme targets mid- to senior-level TVET professionals who are committed to becoming change agents within their institutions and systems.
- Eligible applicants include professionals involved in leadership and management of TVET, skills development or employment systems, policy framing or implementation, monitoring and evaluation, quality assurance, and networking or partnership management.
- Applicants should have a minimum of five years’ professional experience in TVET, skills or employment systems or institutions, demonstrate a clear interest and ability to drive change, and be proficient in written and spoken English.
- Active participation throughout the programme, including the development and implementation of an institutional action plan, is required.
- Applicants must also have institutional support to participate and carry out follow-up actions, and shortlisted candidates may be asked to confirm this endorsement.

- All participants who successfully complete the programme will receive a Certificate of Completion from UNESCO-UNEVOC.
- There are no participation fees for the programme.
- Limited financial support for the in-person component may be available, subject to selection criteria and availability.
- Applicants will be asked to indicate any sponsorship needs during the application process. Financial need does not automatically disqualify candidates.
Programme Structure and Timeline
The programme will run from May to November 2026 and will be delivered in a blended format, combining online learning with an in-person training session scheduled for 22 June to 1 July 2026. Applicants will be notified of selection outcomes in April 2026.

- The application takes approximately 60 minutes to complete and must be submitted in a single session, as responses cannot be saved for later.
